  • Secretary General for the Ministry of Government and Justice, 1981-1984.
  • National Director of Migration and Naturalization, 1979-1981.
  • Council member for the District of Panama, 1972-1978.
  • Labor Conciliator, Ministry of Labor, 1971-1972.
  • Teaching Inspector at “Instituto Nacional”, 1970-1971.
  • Educator, 1968-1969.

PARLIAMENTARY CAREER:

  • Representative for the Republic of Panama in the followings terms: 2009-2014, 2004-2009, 1999-2004, 1994-1999, 1989-1994.
  • Chairman of the National Assembly, 2005-2006, 2006-2007.
  • Chairman of the National Constituent Assembly, 1972-1973.
  • Member of the National Assembly of Representatives, 1972-1978.
  • Elected for six periods, totaling 31 years of parliamentary life.
  • Three-time President of the National Assembly.
  • Chairman of the Commissions on Foreign Affairs, Education, Culture and Sports, Credentials, Ethics and Parliamentary Honor, and Public Finance.
  • Member of the Commission on Population and Development during different legislatures.

PARTICIPATION IN PARLIAMENTARY ORGANIZATIONS:

  • General Assembly of the Interparliamentary Union (IPU) held in Bonn, Germany, 1978, remaining active since then in this international organization.
  • Latin American Parliament, at the extraordinary meeting held in La Paz, Bolivia, March 1990; remaining active until date in this regional organization.
  • Latin American Parliament, as a member of the Board, 1995-1997 and 1997-1999.
  • Latin American Parliament, as a member of the Advisory Council from 2000 to 2010.
  • Euro-Latin American Parliamentary Assembly (Eurolat), assemblies and meetings of committees on which participated actively.
  • Chairman of the Latin American Parliament (Dec. 2010 - 2012).

POLITICAL CAREER:

  • Founding member of the Democratic Revolutionary Party (PRD), 1979.
  • Positions held within the party:
    • Member of the Court of Honor and Discipline.
    • National Board member. (CDN)
    • First Vice-President of the National Executive Committee (CEN).
    • Delegate to all Party Congress.

HONORS AND AWARDS:

  • Awarded the General Omar Torrijos Herrera Order by His Excellency Martin Torrijos, Constitutional President of the Republic, July 2009.
  • Awarded the Justo Arosemena Medal as Distinguished Citizen in commemoration of the centenary of the National Assembly, 2006.
  • Designated Meritorious Citizen of Las Tablas hometown, received the Keys to the City and Scroll of Honor, November 2006.
  • Invited to the signing of Torrijos-Carter Treaties at Washington, on September 7, 1977, by the head of government General Omar Torrijos Herrera.
  • Designated standard bearer for celebrations of the Independence of Panama, November 1972.
